Description of the Issue
The foci "Expand the Beersheba-Sinai Line" and "Refurbish the Haifa-Jerusalem Line" should add railways instead of infrastructure.
"Expand the Beersheba-Sinai Line" should add railways for VP Jerusalem-Jaffa-Arish-Port Said route.
"Refurbish the Haifa-Jerusalem Line"should add railways for VP Jerusalem-Jaffa-Haifa route.
While the foci "Palestinian Railroads Initiative", "Auction Railroad Concessions", and "Complete the DDY Takeover" are also related to railways, it does not really specify which rail routes are improved, so I guess it is up to the Development Team to decide what to do with it.
