Adding support for LionWeb Archive

A LionWeb archive is essentially a zip that contains partitions and languages and that could be loaded in inspections tools, imported in repositories, and exported from repositories.

We should get support to load the languages (considering inter-dependencies) and then partitions.

Wouldn't it be enough to define: ZIP containing partitions and all (also transitively-)used languages (except for the ones built-in into LionWeb)?

Yes, that what I had in mind.

I would say the partitions go under partitions, and the files are named partition_id.json (or partition_id.pb, if in protobuffer).

Langugages go under languages.

I would write code to create and load such archives. I expect this to be useful also for inspection: I could throw such an archive to a web app which would be able to open the partitions, given it would have access to all the necessary languages.
