Feature Request: Cancel Bounty

Algora needs a command that allows repository maintainers to cancel existing bounties. The motivation is straightforward:

1. Contributors shouldn’t waste time on misleading or stale bounties — creating PRs that will never be reviewed or hunting for bounties that are no longer active.
2. Maintainers shouldn’t have to deal with spam, confusion, or damage to their reputation.
3. Algora itself benefits by avoiding stale or dead records accumulating in its database.

I second this!
I have seen multiple bounties in Algora, which, when opened, are stated as not applicable for bounty.
Causing unnecessary fuzz

For example below, a comment 1 month old states it's no longer applicable as a bounty, yet it still exists on the Algora website.
