republish and drop button don't work

Thanks @reedyrm for taking this on! More context for you: @XRayCheng reached out to me a few days ago regarding this issue, he was using the latest Virgil version 1.3.1. I told him to create a Github ticket and we'll address.

btw, I tried to run this repo in my local following README, but failed to start the docker.
