What does this pull request do?

  • Adds tiers to spell effects.
  • Adds new data column for incompatible effects based exclusively on tier.
  • Adds logic to status effect data, to check tiers.
  • Applies tier checks to action-choose system.
  • Edits several Slow/Haste actions.

And with that, the real meat:

  • Introduces a new file to handle mobskills that apply status effects on enemies. Only used on "Spider Web" mobskill, as an example.

The reason for this is because our current system doesnt handle tiers. And it also sucks, it's old and I fucking hate it, so screw it.

Steps to test these changes

Battle. Use spells.

Just going to link the open issue about slow/haste tiers so I can close it whenever this gets merged.
