for this ticket, we wanted to make the research service able to access the projects and sites entity service endpoints. We already have a permission for that (currently assigned only to the greenhouse account:
projects-read). The simple solution for this ticket is to just give that same permission to the research service account. While I was digging into this, I realized it wouldn't be all that much lift to move permissions management over to v3, so I went ahead and did that.
